disturbing Christmas events

  The wise man set events in motion that caused the death, slaughter, of all baby boys up to 2 years old in Bethlehem and the surrounding area.  Then they were warned in a dream not to return to Jerusalem, but to go home a different way. Sometime later Herod realizes that he has been mocked of the wise man, and sends military troops To Bethlehem and slaughters all the baby boys.

 Did the star 1st stop over Jerusalem? Did God lead the wise man to Jerusalem to get Herod involved so that the babies would be slaughtered?

 Why weren't the wise men warned in a dream, don't go to Jerusalem. Why didn't the star steer them away from Jerusalem? Are these good questions? There are places in The Bible and the new testament where it says that's some event occurred so that the words of the prophet would be fulfilled. But God lives outside of time. so God could just not have those words of a prophet in the Old Testament About Ramah and her children. After all, all words of prophets in the Bible are from God. Why would God have babies slaughtered as part of the drama of coming to earth in a flesh Body. Is God deceiving Satan? Causing Satan to think that defeating God's plan is possible? Why? It appears that Satan cannot stop playing the game. Some questions remain, but the final result is fixed.
